What is causing this film and what can I do about it?

I have a tabletop waterfall made by Thomas Kinkade. I have been using both well and spring water and keep getting this white film on top of the water. It does not affect the flow of the water. Any suggestions on what to do to keep it from happening ?

    The bowl up little bit too much in the bowl up little bit too much in there and clean the bowl up little bit too dont put few drops of vinegar in the bowl up little bit too.

    Film is mineral deposits and vinegar will break them down before they collect on the suface.

    Use distilled water. Well and spring water have minerals in them. Steam irons call for distilled water for this same reason.
